The People’s Bank of China, the Financial Regulatory Administration, the China Securities Regulatory Commission, and the Ministry of Agriculture and Rural Affairs jointly issued the “Opinions on Coordinating the Establishment of a Normalized Financial Support Mechanism to Help Prevent Re-Poverty and Promote Rural Revitalization.”
It proposes to build a comprehensive support system for the capital market. Increase efforts to guide and cultivate rural enterprises for listing, helping more companies utilize multi-tiered capital markets for financing. Continue implementing the “green channel” policy for companies registered in original poverty alleviation areas. Support eligible listed companies to refinance through additional issuance, rights offerings, convertible bonds, corporate bonds, and other methods to raise development funds for local特色 industries, agricultural technological innovation, and other projects. Support the listing of特色 agricultural product futures and options to provide more risk management tools suited to rural产业 development needs. Continue steadily advancing the “Insurance + Futures” model in key poverty alleviation counties, better leveraging project保障 functions.

To thoroughly implement the spirit of the 20th National Congress and all previous plenary sessions, and to carry out the decisions of the Central Economic Work Conference and the Central Rural Work Conference, in accordance with the “Opinions on Establishing a Normalized Mechanism to Prevent Re-Poverty and Promote Rural Revitalization” and the “Opinions on Solidly Promoting Rural Modernization,” and to deepen the application of the “Ten Thousand Project” experience, accelerate the construction of a normalized financial assistance mechanism post-transition, and continuously enhance the precision,力度, and effectiveness of financial support, we aim to solidly advance rural revitalization and promote urban-rural integration. Recently, these four departments jointly released the “Opinions on Coordinating the Establishment of a Normalized Financial Support Mechanism to Help Prevent Re-Poverty and Promote Rural Revitalization” (hereinafter referred to as “the Opinions”).
The “Opinions” propose to improve long-term mechanisms for targeted financial assistance to key populations, optimize microcredit policies for impoverished populations, and完善农户小额信用贷款政策, supporting the development of those still at risk of re-povety. Leverage financial助力产业帮扶, encouraging financial institutions to develop特色优势产业贷款, with some regions increasing创业担保贷款额度. Establish tiered and classified financial support mechanisms for underdeveloped areas, prioritizing new financial资金 and services for重点帮扶县. Increase financial资源倾斜 to民族地区、革命老区、边疆地区等区域.

To fully implement the spirit of the 20th National Congress and all previous plenary sessions, and to conscientiously carry out the decisions of the Central Economic Work Conference and the Central Rural Work Conference, in accordance with the “Opinions on Establishing a Normalized Mechanism to Prevent Re-Poverty and Promote Rural Revitalization” and the “Opinions on Solidly Promoting Rural Modernization,” and to deepen the application of the “Ten Thousand Project” experience, focus on preventing re-povety and cultivating endogenous development capacity in underdeveloped areas, accelerate the construction of a normalized financial assistance mechanism after the transition, and anchor rural modernization efforts, we propose the following:
1. Establish a long-term mechanism for targeted financial assistance to key populations
(1) Support the continuous development of防止返贫致贫对象. Adjust and optimize microcredit policies for impoverished populations, precisely support those still needing assistance for生产发展, and improve农户小额信用贷款 policies, setting合理贷款额度和期限. For those with reasonable资金需求 after microcredit maturity, actively provide续贷 support via microcredit or similar means.
(2) Leverage financial助力产业帮扶. Encourage financial institutions to develop特色优势产业贷款 based on市场化和法治化原则,强化产业全链条信贷服务, and support农户 and防返贫对象 in underdeveloped areas. Use扶持政策和带动农户增收机制,建立并定期更新共享帮扶作用的经营主体名单.

(3) Promote创业就业和就学. Continue implementing创业担保贷款,优化支持对象,条件允许的地区可提高贷款额度,简化审批流程,满足防返贫对象和微型企业的创业和就业资金需求。继续落实国家助学贷款政策,支持家庭经济困难学生。
2. Establish tiered and classified financial support mechanisms for underdeveloped areas
(4) Increase金融支持 in重点帮扶县. 完善工作方案和机制,优先满足新增金融资金和服务,持续加大政策、资金、资源倾斜。鼓励金融机构提供产业规划、公共服务等方面的综合金融方案,推动风险分担和补偿机制建设。
(5) Support后续扶持 for易地搬迁. 聚焦搬迁集中安置区,支持特色产业、职业培训、养老托育等金融需求,助力搬迁群众增收。探索创新投融资模式,支持基础设施和产业园区建设。利用保障性住房金融政策,建设保障性住房,解决居民住房困难。
(6) Strengthen金融支持 in民族地区、革命老区等. 完善区域金融政策,鼓励金融机构加大资源倾斜,支持产业转型升级,提升服务质效。加强兴边富民行动金融保障,支持边境地区城镇化和特色产业发展。
(7) 持续开展定点帮扶. 承担帮扶任务的金融机构要强化责任,利用帮扶资金,激发帮扶县群众和内生动力,推动产业、人才、文化、生态、组织振兴。加强全周期管理,完善资产管理,发挥金融渠道、资金、信息优势,形成帮扶合力。
3. Strengthen financial投入 in重点领域
(8) Support农业生产能力和质量提升. 提供粮油金融服务,支持“菜篮子”产业。鼓励金融机构以市场化收益为还款来源,支持高标准农田、农田水利等项目。开发绿色信贷和耕地保护保险,支持智能农业装备研发。对接智慧农业行动,支持家庭农场、合作社、农业服务公司,完善社会化服务体系。
(9) 满足农业全产业链金融需求. 加大特色产业金融支持,开发应收账款融资、订(仓)单质押、供应链票据等供应链金融,提供结算、融资、财务管理等服务。对接核心企业、仓储、物流等环节,提升信息互联互通。支持农业品牌培育,建立批量授信,提升效率。打造休闲农业、乡村旅游、民宿、电商直播等新产业金融模式,拓展收益。
(10) 扩大县域富民产业金融供给. 支持产业链开发、孵化平台、就业帮扶车间、产业强镇,探索全周期金融服务。支持住宿、餐饮、文化娱乐等消费领域,优化基础设施,推动城市更新。满足新市民多样化金融需求,促进农村转移人口融入县域。
(11) 加强农村基础设施金融保障. 支持提前参与项目,创新多元化金融产品。对接农村公路、水电、污水、农房等项目,支持环境改善和灾害防控。统筹重大基础设施金融服务。
(12) 赋能乡村治理. 支持“农文旅”融合,提升乡村文旅和休闲业态。建立信用机制,推动精神文明建设成果转化。参与数字乡村建设,推动数字基础设施、农业主体数字化、基层治理数字化。
4. Strengthen金融服务能力建设
(13) 完善金融组织体系. 国开行、进出口银行、农业发展银行提供信贷支持。国有和股份制银行深化农村网点,优化治理和内控,支持新型农业主体。
(14) 丰富金融产品和服务. 聚焦就业和增收领域,开发专属产品。探索“贷款+直投”、科技保险、知识产权质押、投资基金等。推广抵质押融资,扩大担保物范围。发挥农业信贷担保体系作用,提升欠发达地区服务。
(15) 推动数字化转型. 实施金融科技赋能工程,推动信用信息平台建设。利用大数据、AI、区块链、遥感、物联网等技术,实现数据监测、线上审批、智能风控。
(16) 夯实农村基础金融服务. 推广移动支付,完善特色支付产品。推进银行网点适老化、无障碍化。加强信用体系建设,开展信用评定,保护金融消费者权益。
5. Strengthen多业态协同
(17) 发挥债券市场融资作用. 鼓励地区金融机构发行专项债券,募集长期低成本资金。支持企业发债,用于乡村振兴。
(18) 构建资本市场支持体系. 加强企业上市辅导,帮助企业利用多层次市场融资。继续实施上市“绿色通道”。支持再融资,募集项目资金。支持特色农产品期货期权上市,提供风险管理工具。推进“保险+期货”在重点县的应用。
(19) 创新保险产品和服务. 发展农业基础设施和机械损毁保险。探索产业项目保险,保障资金和项目稳定。
6. Strengthen政策保障和组织实施
(20) 深化政策协同. 利用货币和信贷政策激励,增加对乡村振兴和防返贫对象的信贷投入。保持对原脱贫人口的支持。落实差异化监管政策,控制不良率。
(21) 加强监测评估和宣传. 建立效果统计和动态监测机制,定期分析落实情况。总结推广典型经验。利用媒体宣传,回应社会关切,营造良好氛围。
