E-bike speed limit chaos exposed, Shanghai enforcement personnel have arrived at Hellobike company for inspection

Beijing News Shell Finance Report (Reporter Yu Jinmin, Yan Xia) — On the evening of March 15, CCTV’s 3.15 Consumer Rights Day Gala named Hello Electric Scooter Rental and E-Donkey Brother.

According to CCTV reports, Hello Electric Scooter Rental has violated national standards by removing speed limits on electric bicycles. The company behind Hello Electric Scooter Rental is Shanghai Hello Puhui Technology Co., Ltd.

Qichacha data shows that Shanghai Hello Puhui Technology Co., Ltd. was established on March 4, 2016. The legal representative is Wu Xiaolong, and it is wholly owned by Jiangsu Hello Puhui Technology Co., Ltd.

As of now, the company has been involved in 1,256 judicial cases, of which 82.25% are as the defendant, 35.03% involve disputes over motor vehicle traffic accident liability, and 97.29% are civil cases.

The company has been subject to 43 administrative penalties, with total fines exceeding 300,000 yuan. On January 28, 2026, Shanghai Hello Puhui Technology Co., Ltd. was fined 100,000 yuan by the Shanghai Municipal Transportation Commission for illegal activities such as failing to register, deploy, or recover vehicles as required for internet bike rental companies.

At 9:50 p.m. on March 15, Beijing News Shell Finance Reporter arrived at Shanghai Hello Puhui Technology Co., Ltd. The reporter saw that market regulation enforcement officers, transportation enforcement officers, traffic police from the Shanghai Public Security Bureau, and Minhang branch had arrived at the scene. Currently, law enforcement is conducting an investigation.

Mr. Liu, Channel Director of Shanghai Hello Puhui Technology Co., Ltd., told reporters: “The Hello Electric Scooter sign you often see has been fully shut down around July 2023. All licenses have expired, and our cooperation contracts with merchants have also been terminated. We have repeatedly communicated with merchants to remove such storefront signs, but some merchants are very resistant, so we cannot forcibly remove them. Therefore, such signs do exist. However, we need to verify the specific cooperation relationship, and it’s also possible that they are no longer cooperating with us.”

In response to reports of illegal speed limit removal on electric bicycle rentals, Hello Electric Scooter Rental responded that they take the CCTV 3.15 Gala report seriously and have immediately launched a special investigation into the issue of “Hello Scooter stores providing overspeed electric scooter services to users.”
