Liaoning: Innovating Industrial Chain Models to Activate New Engines for Industrial Development

China News Service Shenyang, March 13 — (Reporter Han Hong) On March 13, the Liaoning Provincial Market Supervision Administration announced that Liaoning is innovating its industrial chain model to create a new engine for industrial development.

Known as the “Cradle of China’s Robotics Industry,” Liaoning has established a quality improvement model featuring the provincial Inspection, Testing, Certification, and Accreditation Center as the chain leader and Singularity Robotics as the main chain. In collaboration with institutions like the Shenyang Automation Institute of the Chinese Academy of Sciences, they have filled 16 gaps in quality infrastructure, solved 24 technical challenges, and led the initiation of multiple national standards. New products such as embodied intelligent welding robots have been developed, and industrial mobile robots have been recognized as “Liaoning Quality Products.” The region has been selected for the national cross-regional quality chain strengthening project, and a three-year action plan has been formulated with Zhejiang, Guangdong, Chongqing, and other regions. Singularity Robotics has established an embodied intelligence research institute and launched humanoid robots, continuously empowering the industry to advance toward intelligent high-end development.

In addition to industrial robots, Liaoning is implementing a dual-drive strategy of NQI+IP to seize new opportunities in hydrogen energy development. According to reports, Dalian’s hydrogen energy industry chain has gathered over 60 companies, with an expected output value of 12 billion yuan in 2024. The Dalian Market Supervision Bureau is leading efforts to build a complete industrial chain supporting NQI+IP capabilities, promoting the construction of four major testing service platforms, and establishing a domestically leading hydrogen-related testing laboratory. They are undertaking nationally significant projects, including the world’s first 70MPa hydrogen storage cylinder fire and explosion test, leading the formulation of multiple national standards, and solving the detection difficulties of trace impurities. They have developed the country’s first 70MPa hydrogen refueling station calibration device, cultivated advanced quality management systems for enterprises, and developed China’s first high-power hydrogen fuel locomotive, all to promote high-quality development of the hydrogen energy industry.

In the petrochemical sector, Liaobin Laboratory provides zero-distance services to activate new momentum in the trillion-yuan industry. The Liaoning Provincial Inspection, Testing, Certification, and Accreditation Center has established Liaobin Laboratory in Panzhihua, adjacent to large petrochemical enterprises, creating a “zero-distance” service model that can complete sampling to report within four hours. They have built a platform integrating industry, academia, research, and application, covering all fields of petrochemical product and environmental testing, offering one-stop quality solutions. By 2025, they aim to produce over 200 testing and calibration reports and lead the revision of multiple national and industry standards. They have developed high-precision analysis methods for crude oil components and jointly established a laboratory with China National Petroleum Liaohe Engineering to provide robust technical support for the trillion-yuan petrochemical industry base.

Furthermore, in the magnesia industry, government-enterprise joint construction of testing centers is fostering industry upgrades and supporting high-end development of new magnesium materials. Fushun leverages its paraffin industry advantages, using a “chain leader + main chain + chain members” model, driven by five key forces to promote high-quality industry growth. Fushun Petrochemical has developed a cold chain-specific wax that fills a domestic gap, and microcrystalline wax has achieved export breakthroughs, continuously building a complete high-end paraffin industry chain. Huanren has established a “technology + standards + branding + traceability” four-dimensional enhancement system, providing replicable experience for the development of characteristic agricultural products.
