According to the Central Commission for Discipline Inspection and the National Supervisory Commission website, Gan Su Provincial Party Committee Standing Committee Member and Vice Governor Lei Siwei is under serious disciplinary and legal investigation. He is currently undergoing disciplinary review and supervisory investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.

Born in June 1966, Lei Siwei has previously served as Party Group Secretary and Director of the Gansu Provincial Environmental Protection Department, Party Group Secretary and Director of the Gansu Provincial Ecology and Environment Department, Party Group Secretary and Director of the Gansu Provincial Natural Resources Department, and Secretary of Jiayuguan Municipal Committee.

In January 2023, Lei Siwei was promoted to Vice Governor of Gansu Province. In July 2025, he was appointed as a member of the Standing Committee of the Gansu Provincial Party Committee, responsible for science and technology, industry and information technology, human resources and social security, housing and urban-rural development, state-owned enterprise reform and state assets supervision, electricity, and the Lanzhou-Bai National Independent Innovation Demonstration Zone.
