Ministry of Agriculture and Rural Affairs Deploys Scientific and Safe Use of Pesticides Work for the "Fifteenth Five-Year Plan"

To adapt to the new circumstances and requirements for improving comprehensive agricultural production capacity and quality efficiency, the Ministry of Agriculture and Rural Affairs recently issued the “Guiding Opinions on Carrying Out the ‘Precision Medication for Quality and Efficiency’ Campaign to Deepen the Scientific and Safe Use of Pesticides” (hereinafter referred to as the “Opinions”). The document comprehensively deploys the scientific and safe use of pesticides during the 14th Five-Year Plan period, focusing on consolidating the achievements of chemical pesticide reduction initiatives and continuously enhancing the scientific and safe application of agricultural production.

The “Opinions” state that, in accordance with the integrated promotion of “technological agriculture, green agriculture, quality agriculture, and branded agriculture,” and adhering to the principles of “prevention first, integrated control” in plant protection and “production and control, yield and quality, production and ecology, safety and efficiency” as work guidelines, efforts should be based on production realities and diverse needs. The campaign will vigorously promote precise application, improve quality and efficiency, and provide strong support for ensuring national food security, the safety of agricultural products, ecological security, and the health of humans and livestock.

The “Opinions” require strengthening pesticide regulation according to law, implementing designated operation and real-name purchase systems, preventing safety risks in pesticide use, and innovating packaging waste recycling models. Through intelligent monitoring, efficient application equipment, and integrated biological control technologies, the capacity for precise medication support will be enhanced. The campaign will promote the upgrading of unified prevention and control, improve the standard system for pesticide application, strengthen guidance and data monitoring for pesticide use, and continuously raise awareness of safe medication practices.
