The Ministry of Transportation Safety Committee Office Urges Provinces with High Frequencies of Engineering Construction Accidents to Strengthen Quality and Safety Supervision to Ensure Stable Safety Production Situation in the Transportation Industry Throughout the Year
People’s Financial News, March 16 — Recently, the Office of Safety Committee of the Ministry of Transport has held one-on-one discussions with provincial transportation authorities in Yunnan, Sichuan, Guangxi, Guizhou, and other regions. The goal is to deeply learn lessons from accidents in highway and waterway engineering construction, draw lessons from them, and take practical, effective measures to resolutely curb the frequent occurrence of accidents. The Office of Safety Committee of the Ministry of Transport requires relevant provincial transportation authorities to raise political awareness, clearly recognize the current safety and quality situation in engineering construction, regularly analyze and study the safety and quality status of ongoing projects in their jurisdictions, and promptly implement targeted preventive measures for existing problems.
Strengthen engineering quality and safety supervision. Streamline internal supervision mechanisms, strictly implement industry quality and safety responsibilities as defined by laws and regulations, and increase supervision and guidance efforts for city and county projects.
Strengthen project quality and safety management under diversified investment and financing models. Clarify the quality and safety responsibilities of participating units, enhance safety production conditions at construction sites, and prevent key processes from losing control.
Deepen accident investigation and accountability. Carefully review issues faced in construction safety management, enforce accident reporting systems, and understand the root causes of accidents from an engineering management perspective. Use measures such as interviews, exposure, administrative penalties, and credit evaluations to strictly hold responsible units and personnel accountable according to law and regulations. Special attention should be paid to projects and participating units with frequent accidents or major accidents, increasing penalties and public exposure of typical accidents.
Strengthen the construction of engineering quality supervision and law enforcement teams. Equip and strengthen supervision and law enforcement personnel, enhance training and standardized management, and improve the quality and effectiveness of engineering quality and safety supervision and law enforcement.
