China and the Philippines hold the 11th Meeting of the Bilateral Consultation Mechanism on South China Sea Issues
On March 28, 2026, Sun Weidong, Deputy Minister of Foreign Affairs, jointly chaired the 11th meeting of the China–Philippines bilateral consultation mechanism on the South China Sea (BCM) with Ernesto Herrera—Lin, Deputy Foreign Minister of the Philippines and a senior official in charge of ASEAN affairs, in Quanzhou, Fujian.
Both sides exchanged views candidly and constructively on the situation in the South China Sea. The Chinese side lodged solemn representations regarding the Philippines’ recent actions that infringed upon maritime rights and provoked incidents, as well as the instigation and publicity surrounding them. It urged the Philippines to match words with deeds, and to return in a practical manner to the correct track of handling South China Sea-related issues through dialogue and consultation, to create favorable conditions and an atmosphere for stabilizing bilateral relations.
Both sides discussed cooperation in areas such as maritime law enforcement and marine technology, and made positive progress. They agreed to strengthen communication and dialogue on matters related to the South China Sea, properly manage and control the situation at sea, steadily deepen practical cooperation across various fields, and, together with other ASEAN countries, fully and effectively implement the “Declaration on the Conduct of Parties in the South China Sea,” accelerate the advancement of consultations on the “Code of Conduct in the South China Sea,” strive to reach an agreement on the “Code” at an early date, and jointly safeguard peace and stability in the South China Sea.
Representatives from relevant departments of the Philippines and China, including diplomacy, defense, natural resources, and the coast guard, attended the meeting.
