The exemption proposal was introduced by Senator Wendy Rogers and gained committee support with a narrow 4-3 vote, demonstrating division within the state’s legislative body.
Senate Committee Supports Virtual Currency Exemption Proposals
The bills SB 1044 and joint resolution SCR 1003 form the core of this legislative initiative. According to Odaily reports, SCR 1003 would allow November voters to decide on a constitutional amendment that would formalize the state-level tax exemption policy.
Bill SB 1044 proposes a legal redefinition of virtual currency, classifying it as a digital representation used in exchange, accounting, and storage of value, distinct from the national currency or foreign exchange instruments. The tax exemption for these assets would exclude virtual currencies from property taxes, creating a more favorable framework for the development of the crypto ecosystem in Arizona.
Political Obstacles: Hobbs Administration’s Resistance History
The legislative process for cryptocurrency initiatives in Arizona has faced significant obstacles from the administration. Governor Katie Hobbs vetoed several crypto-relevant bills in 2025, including SB 1025, which proposed establishing a strategic Bitcoin reserve, and SB 1024, which would have allowed taxpayers to pay taxes in cryptocurrencies.
Next Steps: From Committee to Voters
Despite these challenges, the current tax exemption proposal has been forwarded to the Senate Rules Committee for further review. If approved in the legislative chambers, SCR 1003 could appear on the November ballots, giving Arizona voters the opportunity to decide on adopting this exemption policy. This move could position the state as a leader in pro-crypto policies in the United States.
