The Cyberspace Administration of China and 10 other departments jointly issued the "Implementation Opinions on Improving the Digital Service Convenience for Entry of Overseas Personnel"

Recently, the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Education, the Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security, the Ministry of Transport, the Ministry of Commerce, the Ministry of Culture and Tourism, the People’s Bank of China, the National Immigration Administration, and the China Council for the Promotion of International Trade jointly issued the “Implementation Opinions on Improving the Digitalization of Entry Services for Overseas Personnel” (hereinafter referred to as the “Implementation Opinions”). The goal is to unblock digital service bottlenecks and pain points for inbound personnel, establish an interconnected, inclusive, and mutually recognized digital service system, create a more internationalized and convenient digital service environment, further expand high-level opening-up, and accelerate the construction of a new development pattern.

The “Implementation Opinions” propose that by 2027, the internationalization and convenience of digital entry services will be significantly improved, digital basic services will be more smooth and efficient, and digital application services in areas such as residence, healthcare, payments, tourism, and public services will have their bottlenecks basically resolved and application scenarios fully expanded, injecting strong vitality into expanding high-level opening-up; by 2030, digital entry services will reach an internationally leading level, the digital service ecosystem that is interconnected, inclusive, and mutually recognized will be more mature, full-scenario digital services will be deeply integrated with international mainstream modes, and high-level openness of digital services will significantly enhance the capacity for high-quality economic and social development.

The “Implementation Opinions” clarify 14 work measures in five areas. First, strengthening digital basic services, including convenient telecommunications services, enhancing foreign language digital services, and building a digital integrated service platform. Second, improving digital payment services, including enhancing the convenience of digital payments and perfecting digital consumption services. Third, optimizing digital tourism services, including expanding online cultural and tourism service channels, providing convenient digital transportation services, and improving digital residence management. Fourth, enriching digital public services, including providing digital medical services, strengthening digital education services, optimizing investment and entrepreneurship services, and improving government service levels. Fifth, strengthening network and data security, including enhancing cybersecurity protection capabilities and improving data security and personal information protection levels.
