The Ministry of Agriculture and Rural Affairs issued the Implementation Opinions on the “Opinions of the Central Committee of the Communist Party of China and the State Council on Solidly Promoting Rural Revitalization with a Focus on Agricultural and Rural Modernization,” which emphasizes not relaxing efforts to ensure grain and oil production. It advocates for simultaneous efforts on yield capacity, ecological production, and increased income, and coordinates the development of technological agriculture, green agriculture, quality agriculture, and branded agriculture. A new round of 100-billion-jin grain capacity enhancement initiatives will be implemented, with grain, soybean, and oilseed production targets assigned to various provinces. The responsibilities of provincial party committees and governments for arable land protection and food security will be strengthened through assessment systems to ensure stable grain output around 1.4 trillion jin. Conditions permitting, counties, cities, and state farms are encouraged to promote large-scale single-crop yield improvements for grain and oil crops, expand the scale of grain yield enhancement projects, and continue the work of leading new agricultural business entities in achieving higher yields for farmers, focusing on the promotion of high-performance machinery and integrated technical solutions to improve efficiency through the combination of good land, good seeds, good machinery, and good methods. Agricultural production structures and regional layouts should be optimized according to local conditions, promoting the cultivation and quality improvement of key grain varieties, expanding the production of strong-gluten and weak-gluten wheat, high-quality rice for eating, and fresh corn, to meet market demand with high quality and good prices. Efforts to consolidate and enhance soybean and oilseed capacity will be intensified, with the implementation of national projects to increase soybean and oilseed production, stabilizing soybean acreage, expanding the cultivation of rapeseed, peanuts, and other oil crops, and diversifying oilseed supply.
