Russia Ready to Adopt Digital Ruble in Moscow Metro by 2028
The Russian government plans to launch a revolutionary payment system that will incorporate its central digital currency into public transportation infrastructure. By 2028, metro users in the capital will be able to top up their transit cards with digital rubles, marking a significant milestone in CBDC adoption at the consumer level.
Scale of Metro Expansion and Payment Infrastructure
This modernization project is not just about integrating new technology but also significantly expanding the metro network. According to data from NS3.AI, the development plan will create 13 new stations and add 27 kilometers of new tracks to the existing Moscow Metro system. This expanded infrastructure is specifically designed to support users who want to utilize digital rubles as their primary payment method.
Regulatory Framework and Implementation Schedule
This strategic move is backed by a solid legal foundation. The State Duma passed a law in 2023 requiring the phased adoption of digital rubles across various economic sectors. The first phase of implementation will begin on September 1, 2026, providing ample transition time for users to adapt to the digital payment system. Integration into the Moscow Metro is an integral part of this roadmap, positioning the transportation system as a pilot project for large-scale CBDC testing.
Implications for Digital Currency Adoption
The initiative to adopt digital rubles in public transportation demonstrates Russia’s commitment to modernizing its financial system. By placing CBDC into infrastructure used by millions of passengers daily, Moscow is creating an organic learning ecosystem, enabling residents to understand and trust digital rubles in everyday life.
