The Ministry of Ecology and Environment issued a notice regarding the preparation of the 2026 National Carbon Emission Trading Market. It states that by April 10, 2026, provincial ecological and environmental authorities shall pre-allocate the 2025 carbon emission allowances to key emission units in the steel, cement, and aluminum smelting industries. By June 30, 2026, they shall pre-allocate the 2025 allowances to key emission units in the power generation industry. By September 20, 2026, based on the verification results of 2025, provincial authorities shall determine the allowances for key emission units in the power, steel, cement, and aluminum smelting industries according to the total annual quota and allocation plan, and submit the relevant data sheets in writing to the National Carbon Emission Rights Registration and Registration Agency for quota verification and registration. By September 30, the provincial ecological and environmental authorities shall allocate the 2025 allowances to key emission units in the power, steel, cement, and aluminum smelting industries.
