Fedorov Names Three Wartime Priorities For Ukrainian Defense Ministry

(MENAFN- UkrinForm) According to Ukrinform, on the fourth anniversary of Russia’s full-scale armed aggression against Ukraine, Fedorov wrote on Facebook that every Ukrainian thinks about the same question each day – when the war will end.

“Every day, every Ukrainian thinks about one thing: when the war will end. We want peace more than anyone else in the world. The President, the negotiating team, and diplomats work every day to bring it closer,” he said.

However, he stressed that Russia continues fighting because it believes it can break Ukraine through force and resources.

“That is why the President has given the Ministry of Defense team a clear task – alongside diplomacy, strengthen defense in a way that forces the enemy toward peace,” the minister said.

Fedorov outlined three specific wartime goals: “close the sky, stop the enemy on land, at sea, and in cyberspace, and deprive Russia of the economic resources needed to wage war.”

He also added that protecting civilians and infrastructure is the top priority.

“Our goal is to identify 100% of aerial threats in real time and intercept at least 95% of missiles and drones. The creation of a multi-layer ‘small’ air defense system and the scaling up of interceptor drones has already begun,” Fedorov said.

He added that important organizational changes have started – the first steps toward a systemic response to Shahed drone attacks and stable protection for Ukrainian cities.

“When the sky is closed, the country functions,” he said.

Fedorov also noted that the front line is being held thanks to the extraordinary courage of Ukrainian soldiers. According to him, the enemy pays a high price for every kilometer of Ukrainian land.

“Our benchmark is more than 200 killed occupiers per square kilometer – a level of losses at which further advance becomes impossible,” he said, adding that Ukraine aims to stop the enemy across all domains: land, sea, and cyberspace.

He also stressed that Russia’s ability to continue the war largely depends on financial resources generated by oil exports.

“Russia sells oil worldwide through the so-called shadow fleet. This is the budget that finances the war. If this channel is cut off, the resources for war will sharply decline,” Fedorov said.

To achieve this, he called for stronger sanctions, coordination with international partners, a strategy to counter the shadow fleet, and joint maritime actions with allies.

The minister said the plan will be implemented through three main approaches:

Partnerships – expanding cooperation with partners to achieve record levels of international aid this year, including funding for drones, stable payments for soldiers, and strengthening air defense.

Technological advantage – staying at least ten steps ahead of the enemy in every technological cycle and maintaining leadership in the war of innovation.

The mathematics of war – using battlefield data from the DELTA system to make faster and more precise decisions.

According to Fedorov, peace in Ukraine will come when three conditions are met: the sky is closed, the Russian army loses its offensive capability, and Russia’s economy can no longer sustain the war.

“We work toward this every day – so that every day of war becomes a threat to Russia’s own existence,” he said.

Fedorov also expressed gratitude to the Ukrainian people, volunteers, businesses, and all citizens supporting the army, as well as to the country’s defenders fighting for Ukraine’s future.

February 24, 2026 marks the fourth anniversary of Russia’s full-scale invasion of Ukraine.
