I think this thing in Venezuela is uncertain. To be honest, no matter how much they tinker with policies, if the infrastructure is completely rotten, it's all in vain.

Well... Regarding Venezuela, they have 30 billion barrels of oil but can only produce one million barrels per day. The gap is ridiculously large, just a pure waste. What can change with policy? This thing in Venezuela... to put it nicely, it's a "potential stock," and to put it bluntly, it's a waste of resources. Can production be increased just because policies changed?
